Member Fees Breakdown
A Commitment to Water Quality
As a member of the Kings River Water Quality Coalition (KRWQC), your fees provide regulatory coverage for your farm operation under the Irrigated Lands Regulatory Program (ILRP).
Your fees support the long-term sustainability and health of the region’s water resources by funding essential coalition programs such as water quality monitoring and data management and covering expenses related to insurance, outside contracts, and legal fees, to name a few.
These programs and expenditures ensure compliance with state regulations and safeguard both groundwater and surface water. We work diligently on behalf of, and in collaboration with, our members to meet regulatory requirements.
Here is a breakdown of what your fees cover:
State Board Fees (24%–37%): These fees are set by the State Water Resources Control Board to fund statewide regulatory activities like Waste Discharge Requirements and other permitting programs.
Program Expenses (20%–31%): This includes the administrative and operational costs of running the KRWQC, including audits, supplies, and meetings, ensuring that members meet regulatory requirements.
Member Reporting/Compliance (5%–8%): Covers the costs associated with assisting members submit reports and maintain compliance with the ILRP. These cost include, grower workshops, member reporting portal, surface and ground water monitoring, as well as participating in the Central Valey Groundwater Monitoring Collaborative (CVGMC), Central Valley Salinity Alternatives for Long-Term Sustainability (CV-SALTS), Ground Water Protection (GWP), and Management Practice Evaluation Program (MPEP).
Monitoring Program (16%–24%): Supports annual groundwater sampling and monitoring efforts as well as monthly surface water sampling and monitoring efforts necessary to track water quality, monitor trends, and address any concerns.
Replacement Water (1%): Provides alternative water for those with wells impacted by levels of nitrates exceeding the limit set by the California Department of Health of 10mg/L, ensuring safe drinking water for affected areas.
Nitrate Control Program (26%–34%): This fee supports the Nitrate Control Program, aimed at reducing nitrate contamination in groundwater. The specific rate depends on whether your parcel is classified under Priority 1 or Priority 2. Priority Areas are based on ambient nitrate water quality concentrations for the upper zone in groundwater subbasins.
